Blue Cross and Blue Shield of Vermont Announces New Chief Information Officer
We are pleased to welcome David Yoo as the company’s new Chief Information Officer.
Berlin, Vermont–Blue Cross and Blue Shield of Vermont (Blue Cross) is pleased to welcome David Yoo as the company’s new Chief Information Officer. He comes to Vermont from Blue Cross and Blue Shield of Louisiana.
When the question was raised how a small Vermont health services non-profit can support their members through information technology, Yoo asks a question of his own:
“How do we encourage better patient engagement and better access to care? We can support our members through safer, more accessible, and more consistent data exchange between their health plan and their providers.”

In a rural state like Vermont, patients often face considerable challenges in accessing health care. “The pandemic really highlighted the difficulties in ensuring that Vermonters have 1:1 care between a provider who knows their patient and a patient who trusts their provider,” says Yoo. “Too often, we oversell technology, instead of placing the emphasis on experience and the consistency of data in that experience. My goal in this position is to deliver personalized technology that is easy to use, so our members can better manage their health.”
Yoo grew up in Minnesota and lived in California while creating and managing digital products at Kaiser Permanente. When his career took him in a different direction for a time, Yoo said. “I missed being connected to the mission of health care.” His career in Information Technology has taken him through companies that vary in size and scope, from retail, integrated health care, heath care startups, and financial services before joining Blue Cross and Blue Shield of Vermont in August.
