Vice President of Consumer Services and Planning


Ms. Hamilton sets a daily intention and lives each day with purpose – and when she arrives at work, she doesn’t check her intention at the door. She intentionally makes space for empathy and purposeful action in the workplace by encouraging her staff and fellow employees to embrace their own leadership abilities. By doing so, she creates a fearless, engaged, and generous culture. This approach to living with purpose plays an instrumental role in enhancing the corporate culture, reminding employees to be human, and to always put our members first.

She is responsible for strategic planning, customer service, interplan program relations, business resilience programs, and supporting board communications internally and externally. She chairs the Vermont Caring for Children Foundation and is on the Board of Vermont Blue Advantage. She is an advocate for both health and wellness and a better consumer experience in health care.

Prior to her position at Blue Cross, she worked as a regulator of health plans at the City of New York’s Mayor’s Office of Medicaid Managed Care and in External Affairs for the Human Resources Administration in New York City. She has an academic appointment with the University Of Vermont School Of Medicine in Public Health.

She has an undergraduate degree from Bowdoin College and holds a doctorate in public administration from New York University in health services research, policy and management. Catherine has served on the boards of Girls on The Run Vermont, the Community Health Centers of Burlington, Steps to End Violence, Go Red for Women Vermont and the Green Mountain United Way.

She is a certified yoga instructor and teaches accessible yoga in the Vermont community. She is married to Mark Bradley and is a mom of four grown boys.
